Defer bandh call: RGU

ITANAGAR, Jun 17: While referring to 12 hours Capital bandh declared by Bharatiya Janata Party, Rajiv Gandhi University has appealed to the organisation to defer the bandh call to enable the students to appear the University examinations that are going on full swing.

 

Condemnation pours in over BJP proposed bandh

ITANAGAR, Jun 17: The state Bharatiya Janata Party (BJP) is finding itself in a pool of criticism following the declaration of 12 hours Capital bandh on June 19, 2015 by Jan Andolan Committee (JAC), as various organisations are condemning the BJP led JAC move terming it as anti-people and anti-development.

Leading from the front, the Indian National Congress students’ wing National Student Union of India (NSUI) State unit of Arunachal Pradesh opposed the proposed bandh stating that the bandh call will harass the students and create adverse effect on them in this peak admission season. In a press statement, the NSUI appealed to the BJP to refrain from such bandh call which causes hindrance to students’ admission as well as the academic period. The NSUI also pointed out that the poor daily wage earners, the shopkeepers, the vegetable vendors will be the worst sufferers during the bandh call. It further resolved to defy the bandh call to fight for the rights of poor people.

Joining the condemnation, All Arunachal Pradesh Youth Forum (AAPYF), Arunachal Social Activist Federation (ASAF), Arunachal Pradesh Students’ Organisation (APSO) and Arunachal Pradesh Democratic Youth Association (APDYA) have termed the bandh call as anti-people and anti-development. AAPYF appealed to the JAC to withdraw the proposed bandh for the welfare of common people. Further the Forum stated that if any untoward incident happen during the bandh call, the BJP will be held responsible.

 

Rumgong cut off

ITANAGAR, Jun 17: The Rumgong ADC headquarter remains cut off from the rest of the world following the landslide on Patum bridge to Rumgong triggered by incessant rain for last 15 days, according to an official release. The rain water also washed away formation cutting of the  road in several locations. However, restoration work is going on full swing and it may take a week’s time, the release added.

 

‘Help IMC to keep city clean’

ITANAGAR, Jun 17: Chief Municipal Executive Officer, Itanagar Municipal Council Habung Lampung appealed to the Capital dwellers to cooperate the municipality in keeping the city clean by disposing the garbage in a systematic manner and by not throwing them here and there.

Lampung, who has been supervising the collections of garbage from various dumping grounds since June 15, informed that he will, henceforth, personally supervise all sanitation activities in the Capital to ensure a garbage free and healthy environment in the capital city.

 

Banned noodles, IMFL seized

RUKSIN, Jun 17: The members of All Ruksin Students & Youth’s Union (ARSYU) with the help of local police today carried out checking drive against illegal selling of banned Maggi noodles and cheap country-made foreign liquor, tobacco products etc in shops of Ruksin town and village.

The students and youths during the operation seized huge quantity Maggi noodles and other similar products, tobacco products, ganja, opium and many cartoons of IMFL bottles.

The joint team also conducted a raid against selling of local hooch and seized a large number of raw materials used for commercial production of what is known as ‘Sulai’ locally from their possession.

Later, the seized items were either burnt down or destroyed by the union members at public place near Ruksin gate.

The conscious citizens here have appreciated the efforts of ARSYU and urged the student and youths to continue their fight against such evil practices prevailing in the society.

The student and youth’s drive was led by their president Psalm Jonnom and general secretary Lenjing Tatin . The drive was carried out following reports of sale of those banned products in various shops.

 

Re-introduction of APST service sought

ITANAGAR, Jun 17: The PRI leaders of Hunli-Desali Anchal Block has requested the Chief Minister for re-introduction of  Roing-Hunli APST bus service. The PRI leaders claimed that the APST bus service between Roing-Hunli has stopped since September 2014 leading to hardship of the common public. In another letter to Minister Health and Family Welfare, the PRI members demanded for posting of medical officer at PHC Desali and allocation of fund for infrastructure of PHC Hunli and Desali.

 

Forum alleges nepotism, favouritism by Rumgong MLA

ITANAGAR, Jun 17: Alleging misappropriation of fund under various central as well as state sponsored schemes and practicing nepotism and favouritism in awarding contract works by the MLA of Rumgong, the 32nd Rumgong People’s Forum (32nd RPF) has demanded a SIT inquiry to unearth the truth.

The Forum alleged the MLA of awarding contract works to his kith and kin flouting the norms and guidelines of projects. Though actual works done do not match the job description, payments are being made by the executing agencies to the contractor(s), the forum claimed.  

It also alleged mis-utilization of his Local Area Development Fund by constructing road to connect his personal agriculture and horticulture fields.

This fund could have been used judiciously and meaningfully by giving road connectivity to many unconnected villages, the Forum said and, urged the Government to initiate prompt investigation against the alleged misappropriation of funds.

 

Anti-Malaria campaign held

ITANAGAR, Jun 17: The District Vector Borne Disease Control Programme Officer (DVBDCPO), Yupia  has organised Anti-Malaria Campaign and Long Lasting Insecticide Net (LLIN) distribution programme at Denka Sub-Centre under Doimukh CHC. Speaking on the occasion, DVBDCPO Tatung Tayang   explained the need of  observation of anti-Malaria month. He requested the public to co-operate with Indoor Residual Spray teams and take other precautionary measures against malaria disease.

District Medical Officer S Ronya sensitised  the people about Malaria, Dengue, Japanese Encephalitis and other diseases. He strongly appeal to the public to avail all opportunities. The department is fully alert upon public demands  like medicines and other necessities, he said.

Among others, Dr Nabam Takang MO incharge, Doimukh CHC, Tok Chandra, ASM Dehka and T P Tara, District Vector Born  Disease Consultant, Yupia also spoke on  the occasion.

 

Anti-malaria month observation in Lohit

ITANAGAR, Jun 17: Lohit District Health Society (NVBDCP), Tezu, conducted IEC and BCC activities and distributed LLINs to all the nine villages of Loiliang on the inaugural day of the anti-malaria month observation on June 15.

MLA Dr. Mohesh Chai, who attended the programme, stressed on good health and good education for development. He appreciated the public for their growing awareness and consciousness on practicing good health and hygiene practices.

Dr. Chai also made the public aware of various Govt. schemes, like Pradhan Mantri Bima yojana, Pradhan Mantri Jeevan Jyoti Yojana etc. urged them to avail the benefits of those schemes.

DMO Dr. K Basar stressed on active participation of ASHAs in malaria detection by using RDT. He briefed on the importance of IRS in malaria control and appealed to the general public to take pro active part in malaria control.

Dr. J. Ado, DVBDCO, Lohit assured to provide LLINs to all the 861 households/families of all the nine villages this time. He advised villagers to avoid themselves from mosquito bites by taking proper protective measures to avoid malaria and other vector borne diseases. He also advised the public to prefer Rapid Diagnostic Test for malaria over Rapid Malaria Test.

Around 176 persons/villagers attended the inaugural function.

 

Escort in-charge demands proper enquiry

ITANAGAR, June 17: The Escort/Pilot team in-charge of Chief Secretary on June 12 in a letter to the Superintendent of Police, Capital Complex appealed for proper investigation and enquiry into the complaint filed by one Neelam Topu against the Escort team personnel.

Referring to the news item published in a section of a local daily on June 16 last, Escort incharge Tania Bagang, SI, 1st AAPBn termed the statement/news misleading. “Investigation should be launched upon the complainant and the escort team members who were on duty on that fateful day of such incidence as claimed and stated by the complainant,” the in-charge said.

 

Plantation drive by Army

ITANAGAR, Jun 17: The Indian Army started a massive plantation drive at Bomdila today. Spearheaded by Maj Gen G Jaishankar, General Officer Commanding, ‘Ball of Fire’ Division,  a large number of army personnel and local people including students joined the programme and  planted  saplings in and around Bomdila area.

While inaugurating the programme, Maj Gen G Jaishankar, said "Indian Army is always there to guide the younger generation about their responsibility towards the society and environment”.  He further said the programme aimed at saving the precious life and land from soil erosion and flash floods caused by the incessant rains and also to make the people aware that by planting trees the carbon imprints shall remain under control.

The event was organised by 351 Infantry Brigade on behalf of the ‘Ball of Fire’ Division. Besides the Army personnel, DC AK Singh and DFO Tasso Sira participated in the programme.

 

An eye opener for Power Dept.

ITANAGAR, Jun 17: In a praiseworthy move, All Kugi Students’ Union (AKSU) without waiting for the authority to act, is making efforts to erect security fence around every electric pole within their jurisdiction on self-help basis.

Security fencings are being erected at Kugi Pomte, Kugi Pomse and Kugi Moli, Lite villages by the members of the union.

They hoped their small endeavour will go a long way in preventing avoidable incident.  

Last month, four people were killed due to electrocution from a leaking electric pole at Wak village, 17 km away from Aalo last month.

 

Villagers given solar lamps

Tezu, Jun 17: DC Anjaw, Nyabin Ete, handed over solar lamps for the villagers of Kasongglat in a simple function. The assistance was received by Mantaw Bellai, Secretary, Bellai Welfare Association of Anjaw. The DC appreciated the Art of Living for reaching out to rural populace of the border areas. Ete also assured all possible assistance from the district administration to any initiative of social welfare.

Dr Karrik Basar, DMO, Lohit and Er Taru Dok, EE, RWD joined the DC in lauding the initiative of providing solar lights to all the homes of remote Kasongglat.

Dr Basar also appealed that such charitable organisations should come forward actively in conducting the International Yoga Day. Solar lamps were also handed over to all the families of Soiliang village which was received by Gram Panchayat Member Bakalum Bellai. Adv Tiamso Boo opined that the welfare schemes of the govt and NGOs must reach the really needy and that all must ensure that the beneficiaries receive assistance without pilferages. Sohan Krong, ASM and Mantaw Bellai thanked the Lohit district administration for recommending assistance to rural areas like Soiliang as they conveyed the gratitude of the people of Anjaw for the Art of Living service initiatives.

 

Illegally procured PDS rice seized

ITANAGAR, Jun 17: Adi Students’ Union (AdiSU) members helped Namsai Police to seize 25 bags of illegally procured PDS rice at Samuguri village under Namsai sub-division recently.

The rice bags were being brought from Namsai in a pick-up van and dropped at a shop at Samuguri village. AdiSU members, on suspicion enquired about the source of the rice and found that the supplier of rice bags was one Dilip Kumar Rai, who owns a grocery shop near Durga Mandir, Namsai.

Rai told the AdiSU members that he had procured the rice from a “third party”. He also admitted that he had procured 60 bags of rice from the same party earlier too.

On the disclosure of the fact and considering the seriousness of the incident, AdiSU immediately called up police which led to seizure of the rice.

AdiSU also said that it had contacted the DF&CSO, Namsai to enquire whether the rice bags were issued from the Namsai Cooperative Store to which the DF&CSO denied.

AdiSU lodged an FIR with Namsai Police in connection with the incident and demanded immediate arrest of those persons involved in misappropriation of PDS rice and punish them as per law.

 

ASM seeks subject teachers

ITANAGAR, Jun 17: Anchal Samity Member of Dunyo-I under Monigong-Pidi CD Block of West Siang district has demanded the Deputy Commissioner West Siang for posting of subject teachers such as Mathematics and Science at Government Secondary School Monigong. In its representation letter, ASM Tadik Popak claimed that these subjects are being taught by a single teacher from Class VI to IX. ASM further added that inspite of repeated pleas for mentioned subject teachers, no action has been initiated so far. He also demanded for posting of additional teachers at primary schools in the area stating that most of primary schools are on the verge of being defunct as children are flocking into GHSS Monigong due to unavailability of teachers at respective schools.  Informing that beauty of GHSS Monigong is being damaged by the stray animals, the ASM sought for approval of boundary wall around the school premises to keep the school compound intact.

 

TCYA appeals for road restoration

ITANAGAR, Jun 17: The Taraso Circle Youth Association (TCYA) has appealed to the concerned department to restore the  damaged road between Balijan and Ramghat. The road which is the lifeline of Tarasso circle was completely damaged due to heavy landslide triggered  by recent  incessant rain, the Association said.  Due to disruption of road communication, the people under Tarasso circle are facing acute shortage of ration items and medicines, it further said and demanded helicopter service to ferry the local people and  supply the ration items.

Claiming that the recent incessant rain has also destroyed paddy fields, the Association also appealed to the state Govt to provide relief assistance to the villagers under Taraso circle and take preventive measures to  protect the Govt secondary school from soil erosion.

 

Dree Football: SLSC storm into final

ITANAGAR, Jun 17: Defending champion Sojang Lapang Sports Club (SLSC) stormed into the final of the 48th Dree Football Tournament thrashing Diibo Sports Club (DSC) 6-1 in the first semifinal at Dree Ground, Ziro today.

Mihin Taker gave SLSC an early lead by scoring in the 4th minute. However, DSC equalised the score with goal from Koj Tangu in the very next minute.

Taker scored the second goal for his team in 12th minute and third in 19th minute.

The score was 3-1 at the end of first half.

SLSC scored three more goals in the second half. The scorers were Taker (60th minute), Millo Tarung and Tage Kojee.

SLSC will meet the winner of tomorrow’s second semifinal to be played between All Hija Sports Association and Zamra Club Siiro in the final.

 

Tarh Sport Club win district level cricket tournament

ITANAGAR, Jun 17: Tarh Sport Club won the IXth Kurung Kumey District Level Cricket Tournament defeating Tali-Pip Sorang Sport Club in the final at general ground, Koloriang today.  Man of the Match Dini Taye was declared “Man of the Series. The tournament was organised under the banner of Kapa Ajin Welfare Society, Koloriang.

Closing ceremony was attended by Damin ZPM Lokam Pabi   and Damin ASM Chairperson Lokam Baba, who encouraged the players towards games and sports.

The news item published on June 3 edition of this daily under headline “Sports dept. handicapped by meager fund allocation” was based on a meeting convened by the Sports Authority of Arunachal to discuss the problem faced by it due to meager allocation of fund. Department ignored various pleas to shift power lines

ITANAGAR, Jun 17: Four precious lives could have been saved, had the Aalo Electrical Division,  Department of Power listened to the numerous complaints lodged by the farmers and land owners for shifting of the transmissions lines running through the paddy fields at Dusin and Bene near Aalo, West Siang. Four women were electrocuted to death on May 20 this year when a power line snapped killing them instantly while they were planting paddy.

According to documents available with this Daily, the first known complaint was lodged by one Nyado Ete in 2006. In his reminder letter to the Assistant Engineer, Kamba Electrical Sub Division in 2008, he clearly mention that electric poles “may be shifted out from the paddy field to save human lives from unseen incidence in near future”.

One Dooda Ete also wrote to the Power Department in Jan 2014 reminding the department to shift the power transmission line passing through the private land. Apart from huge financial losses because of power lines splitting the land into parts as well as agricultural and horticultural crop losses, he cites an example where power lines snapped while his labourers were working at the field.

Gomar Ete who lost his wife in the tragic incident accuses the Aalo Electric Division of being negligent and not heeding to any of the demands for shifting of the poles. Ete alleges that the suspended Junior Engineer who also has a field near the accident site shifted the electric pole from his own field while leaving out the rest. The department knew that disaster was waiting to happen, says bereaved Ete.

In 2011, BRO wrote to the Aalo Electric Division and other departments to shift utilities including Electric Poles falling within the Right of Way of the Aalo-Kaying Tato Double Lane Road with a request to prepare assessment for provision of fund. Subsequently, in 2013 Oct, the BRO released a cheque (Defence Cheque bearing no 379767, dated 7 Oct 2013) amounting to Rs Five Crores plus with a request to start the work at the earliest. Part of this money was meant for Wak to Keak while the rest was for Wak to Reying. Aalo Electrical Division was also accused by the landowners of Kamba of coercively erecting transmission poles within the acquired land of Right of Way of the Along-Kaying double lane.  

Gomar Ete says that numerous glaring examples of negligence and slow process of initiating work by the department of power has cost him his wife and mother of his one year old baby.

 

 

Food crisis looms large over Dambuk, DA’s apathy exposed

ITANAGAR, Jun 17: Isolated from the entire world following incessant rains snapping the surface communication by triggering floods in Dambuk sub-division and Paglam CO headquarters in Lower Dibang Valley district, an impending food crisis looms large over the sub-division.

The people of the area are likely to face food scarcity as the PDS stock is running short. This was informed by ADC Dambuk Atul Tayeng here this evening over the telephone. Tayeng informed that the monthly rice allocation of 40 quintals for Dambuk and 30 quintals for Paglam is running short as the transportation of essential items is virtually impossible for the next few months.  “Out of 30 quintals, few bags have been distributed to flood victims in an emergency case at Paglam”, the ADC added.

Expressing apprehension that the government staffs and the public may starve if the flood situation does not improve; the ADC revealed that the government staffs have started buying rice from the private shops, as the department stock is running short of supply.  In 2014, from February to October not a single bag of rice has arrived in Dambuk, informed the ADC.

Dambuk Sub-Division reels under the nature’s fury every year with the arrival of monsoon and resulting in food crisis. To deal with the situation, local MLA Gum Tayeng had written a letter to Director, Food and Civil Supplies, Government of Arunachal Pradesh in 2014 demanding enhancement of the existing rice allocation from 250 quintals to 600 quintals for Dambuk Sub-Division and be placed under the disposal of ADC. The people of the sub-division have blamed the PDS contractor (Whole Sale Nominee) for his alleged apathy leading to the food crisis.

The separate placement was sought considering communication bottleneck between Roing and Dambuk during monsoon, as the PDS stock is brought in from Tinsukia, Assam. It is also said that the PDS items transported from Roing, the district headquarter have to cross Dholaghat twice before reaching Dambuk and Paglam thus unnecessarily increasing the transportation charges. Considering the laborious transportation process, the people of Dambuk sub-division had demanded for separate placement so that it can be directly brought in from Tinsukia and the Dambuk ADC can effectively manage during crisis hour without much depending on the Deputy Commissioner Lower Dibang Valley (LDV).

Subsequently it is learnt that the state government gave directions to Deputy Commissioner Lower Dibang Valley (LDV) with its order no.DFCS/PDA-2/2013-14(Prt) dated 29th September 2014 to allocate 600 quintals of food grains(rice) exclusively for the flood ravaged sub-division and to be placed under ADC’s disposal.  

With the declaration of ADC Dambuk as independent entity, the state government has delegated power to ADC to deal the Food and Civil Supplies matter independently for the interest of public. However, the Deputy Commissioner LDV is allegedly reluctant to release the allocation and delegate the power to Dambuk ADC. However, this daily was unable to contact DC, LDV for his comment on the issue, while the local people suffer in Dambuk sub-division.

 

 

Rally against drug use at Tezu

ITANAGAR, Jun 17: A mass rally was organised today at Tezu in protest against the alarming use of drugs and rise of drug addiction in Lohit District.

The rally was jointly organised by the Cultural & Literary Society of Mishmi, All Mishmi Women welfare society, Tezu and All Mishmi Student Union. Undeterred by the incessant rain, hundreds of participants including PRI members, GBs, teachers and students enthusiastically marched the streets of Tezu town with banners and placards raising anti-drug slogans.

The procession later on assembled at the Gandhi Marg, where the leaders of different social organisations addressed the rally. All the speakers expressed grave concern over the rampant drug addiction and other social vices like alcoholism prevalent in the society.  “A drug addict instead of becoming an asset for the family, rather proves to be a liability for the family, society and ultimately for the country. The drug menace and its ill effects are not confined to any particular community or profession. Hence, one should rise above political affiliation to curb the drug menace, which is insidiously spreading its tentacles in the society”, said a participant.

EAC Tezu M. Pertin in his address lauded the women activists and other participants and assured every possible help from the district administration in their crusade against drug addiction and other social evils. All the participants resolved to intensify the anti-drug movement in the coming days to make the district a drug-free one. It is noteworthy to mention that the AMWWS members identified 30 drug addicts/pedlars in Tezu area during the initial phase of their movement against drugs.

The offenders comprised of both locals and non-locals and sadly some of them were govt. employees from the police and education department, informed CALSOM Secretary Suraj Tayang.

The district administration was earlier acquainted about the serious matter with an appeal to take stern action against the offenders to curb the drug menace.

 

 

DC, ADC alleged of undermining Independency of Judiciary

ITANAGAR, Jun 17: Alleging that Deputy Commissioner Papum Pare, Tai Kaye along with ADC Yupia, Bob Duia, Political Interpreter Tana Kochi and PSO to DC Papum Pare Prahans Yadav had defamed the sanctity of court by forcibly barging into the court room in the absence of Chief Judicial Magistrate, the Papum Pare District Bar Association today demanded immediate suspension and initiate disciplinary action against the DC and his subordinate officers.

In a press conference held here today, the Papum Pare Bar Association claimed that on June 12, 2015 around 3.30 pm, the DC Papumpare and ADC Yupia along with mentioned staffs barged into the Court of Chief Judicial Magistrate cum Civil Judge Capital Complex at Yupia in an unruly manner from the backside in the absence of the judge.

Reacting to the behaviour of the DC, the district bar association had called an emergency meeting on June 13, 2015 at Yupia and resolved to take up the matter seriously with higher authorities including the Chief Justice of  Guahati High Court. The association informed that accordingly they lodged a complaint letter with Chief Justice of Guahati High Court against the DC and others.

“ The Fast Track Court (FTC) was functioning at Judicial Magistrate First Class (JMFC) when the DC and his subordinate officer forcibly entered in an unruly manner”, alleged Tarak Eha a member of the district bar association cum chairman of committee. Eha further claim that the DC has lowered the dignity of the honourable court by storming into CJM court room and engaged his AK 47 armed personal security officer (PSO) to climb on dias of CJM and swivelled the judge chair disrespectfully.

“DC is creating an unique precedence, we don’t know why the DC is so affected by the CJM”, said Nabam Jallaw president of the Papum Pare District Bar Association while alleging that the DC has not been cooperative since the establishment of the CJM at Yupia in creating infrastructures.

In its complaint letter which was submitted to the Chief Secretary, the bar association expressed shocked that what prompted the DC to break laid down protocols disrespectfully and behave with the legal institution in such a manner. The bar association firmly stated that the DC does not have the power to bully and command over the independency of judiciary by illegally trespassing a CJM and JMFC. The illegal act of criminality by the DC and his accomplice had undermined the independency of judiciary in the country as a whole and state in particular, the associated added.

The association sought disciplinary proceeding to be initiated against the DC and others for disrespecting the honourable court.

DC Tai Kaye in his letter to the Chief Secretary on June 12th June 2015, defended by stating that there is neither personal nor official issue with CJM court Yupia till date in which CJM as the head of the court who bears testimony nor any discussion nor argument to any officer”. The DC further clarified that it was a mere assessment inspection of the damaged portions of the Court as the CJM Yupia requested many times for renovation of CJM room and others.

However, the bar association termed the explanation letter baseless claiming that DC has falsified the facts to escape from his misdeed.

 

 

DM declares BJP bandh call illegal

ITANAGAR, Jun 17: The District Magistrate, Itanagar Capital Complex, Mige Kamki in an executive order Under Section 144 CrPC has declared the Bharatiya Janata Party (BJP)’s proposed 12-hr Capital Bandh call on June 19 as illegal. Violators of the order will be viewed seriously and penal action action will be taken against them as per law, cautioned the DM.

The bandh call also disobeys the Supreme Court verdict banning all kinds of bandh call, the DM said, adding that such bandhs causes untold miseries and hardships to patients, students and business community in particular and the general public as a whole, besides creating unpleasant law and order situation as witnessed in the past, the DM said. Any damage or loss of public or private properties due to bandh related incidents during the bandh period will be recovered from the bandh callers, the DM warned.

The order further prohibited gathering of more than four persons or unlawful assembly, procession in I.G. Park, Itanagar, Nitivihar Tri-junction to CM Bungalow, Mithun Gate to Raj Bhawan.

Office goers, students going to school, colleges and university and people for marketing have been exempted for the purview of the restriction order.

 

 

DC empowered to transfer, post administrative officers

ITANAGAR, Jun 17: The Arunachal Pradesh state Cabinet has decided to delegate powers to Deputy Commissioners to effect transfer and postings of Circle Officers/Extra Assistant Commissioners within the district.

This decision will ensure more efficient administration at the district level considering the fact that Deputy Commissioner is the best judge of the administrative requirements of the district and by giving him this discretion, it will go a long way in reinforcing the institutional discipline, respect, efficiency and effectiveness of COs and EACs as well as strengthen district administration, said Bamang Felix.

Prior to this decision, the transfer and posting of Circle officers and Extra Assistant Commissioners were affected by the Secretary Personnel.

 

 

PAF  opposes job cut policy, reiterates demands

ITANAGAR, Jun 17: The Project Affected Peoples Forum (PAPF) under Etalin Hydro Electric Power Company Limited (EHEPCL) and Attunli Hydro Electric Power Company Limited (AHEPCL) in a four-point memorandum to the Chief Minister has sought his intervention for retention of the services of all local  employees and  labours  and  service of Vinod Bhushan Gupta, HoP, EHEPCL in the larger interest of the  project affected people.

Claiming that JPL corporate management decided to adopt massive job cut policy and  has been contemplating to push out Gupta from the post of HoP sooner or later, the PAF said “we have supported the project overwhelmingly for the sake of job opportunities and other benefits which resulted into hundred per cent turnout of PAF and pro-project people during the  public hearing.  It further claimed the HoP has established a cordial relationship with the PAF and district administration which resulted in successful conduct of public hearing for “environmental clearances” at Etalin on December 12, 2014. While strongly opposing the  job cut policy,  the PAF urged the authorities to drop the  job cut policy and  recruit  of more local unemployed youths and award works under CSR schemes.

The PAF also demanded for early materialisation of the charter of demands submitted by the Forum during “public hearing” on December 12 last year at Etalin.

PAF is strongly supporting 3097 MW Etalin HEP, the Forum said and appealed to the Government to take immediate steps to carry out Cumulative Impact Assessment (CIA) or river basin study in respect of Etalin Hydro project if it is mandatory for project construction.

 

 

Flood situation persists, disaster dept says ready for any adversity

ROING, Jun 17: The flood situation due to the incessant rains across Anpum to Paglam under Dambuk division of Lower Dibang Valley district has left a trail of destruction for the local villagers.  

The existing dilapidated roads have been washed away, disconnecting Bomjir from Dambuk, Anpum from Bomjir and Loklung, and Paglam from Loklung. The only mode of transportation left for the local people to meet their basic requirements is to ride on elephants from far off Aohali to Mebo crossing the turbulent Sisar river. The electricity supply to the area from Mebo has been affected since the last ten days.

The DDMO Roing informed that the department is totally ready to respond to any kind of call of emergency relief. In case the situation gets out of hand, the authorities are ready to air lift and evacuate the affected from the area with the help of the National Disaster Response Force (NDRF).

Strangely, the relief items haven't been distributed yet as the villagers are not sure how to divide the 200 kgs of rice among the 200 affected households with a population of over around 900.            

The disaster management team is in constant contact with ADC Dambuk and CO Paglam through WT messages on the flood situation, and as per reports from the CO, things are under control and not much damage has been caused yet, stated the DDMO. After inspection of the area and getting the final reports from the CO, the department will provide every kind of relief as per the guidelines.  The DDMO also informed that the post disaster response team is ready. For agricultural, horticultural and livestock damages, compensation will be provided @ Rs.25,000 rupees per hectare for complete damage, and Rs.4,500 rupees per hectare for partial damage as per the guidelines. The compensations will be provided within 90 days of the final report. The reports are being submitted by the CO Paglam on daily basis, informed the disaster department.

Meanwhile, the 42-Dambuk Constituency BJP Mandal President Datik Ratan and his team visited the flood affected areas, along with the GBs and PRIs of the area on Friday last. Appealing for the flood affected people, Ratan has appealed to the state government to take stock of the situation and provide relief at the earliest. He also requested to all concerned for providing relief assistance to the affected on humanitarian grounds.

Stating that the area is disconnected from all sides, lots of problems arise especially during emergencies, Ratan also requested for providing Helicopter service in the area, for such situation.

During the visit it was found that agricultural fields have been destroyed in most villages especially in Kaling-I, Kaling-II, Keba, and Loklung. Cattle were washed away by the flood water and have not been recovered yet.

 

 

BJP allege non implementation of central schemes

Daporijo, Jun 17: Non official members of the District Level Vigilance and Monitoring Committee, Upper Subansiri BJP Unit in a report submitted to Deputy Commissioner Upper Subansiri have alleged that most of the centrally sponsored schemes have never been implemented properly in the district.

In the  complaint to the higher authority, they informed that many schemes and project under NEC (North East Council) implemented by the department of Horticulture during the year 2012-2013 and 2014-2015 have not been implemented properly but funds have already been released against the schemes to contractors.

They cited examples of establishment of Orange and Large Cardamom garden at Rikung Village of Chetam Circle, Orange garden at Hina under Chetam Circle, establishment of Orange garden at Haider Village of Baririjo Circle, Orange and Large Cardamom garden at Sagingrijo at Magria village of Chetam Circle.

Further, they informed that the fund allocated against BRGF and IWMP schemes in Upper Subansiri District are not being utilised for the project.

They demanded the higher authority to immediately constitute enquiry team to find out the actual position of fund spent against each of the schemes and visit all the sites where the schemes are being implemented.

 

 

Tawang rocked by murder

Tawang, Jun 17: Tawang has been left shocked and appalled by the savage and brutal murder of a 50 year old man at Changbu village yesterday.

The dead has been identified as Juthey Darji Damai of Charduar in Assam who allegedly was brutally murdered by one Badal Tamang, son of Raju Tamang of Udalgiri in Assam.

The perpetrator killed the victim after a row during a drinking spree at 5pm yesterday. The 24 year old Tamang and the deceased worked together as labourers at a construction site.

A team of Tawang police led by OC Lama Dondu and OC, SB Cum CI (P) Kesang Norbu, apprehended the culprit after the informants lodged an FIR at 7 pm.

Tamang pleaded guilty to felony during the interrogation and a confessional statement was recorded by the police. He has been sent to 14 days police custody, while the body of the deceased was handed over to his wife after post-mortem.

National highwayor battle field?

Recently hundreds of protestors took out a peace march in Itanagar in solidarity of Behali incident victims. The protestors were shouting slogan for safe highway stating that Arunachalees plying on NH52 often become soft target of Assam police and the people of Assam.  On June 5 two Arunachalees namely Tadung Tachang and Chaling Natung were set ablaze with their Bolero vehicle by the miscreants at Bihali. The duo somehow managed to escape but received life threatening burn injuries. They were attacked after a dead body of Assamese citizen was found along Assam-Arunachal boundary.

It is unfortunate that people of Assam use  the national highway as battle field. Citizens of Nagaland and Arunachal Pradesh, who have to travel through Assam, often bore the brunt of such attacks. Whenever boundary problem crops up between Assam-Arunachal or Assam-Nagaland, the people of Assam use national highway to torture the fellow citizens.  Besides violent assaults, they often impose economic blockade causing immense trouble to the public. Also Arunachalee citizens are often unnecessarily harassed and targeted by both Assam police and their citizen on NH52. It is time government of India take urgent step to make national highway safe and secure. They should put pressure on the government of Assam in this regard.

Disaster preparedness

Dear Editor,

Through the column of yours esteemed daily, I would like to highlight upon some of the natural disaster like the landslide, flood and earthquake. The landslide; slow moving of loose rock materials down towards the slopes due to gravitational  force of the earth, the flood due to the siltation of the river beds and incessant rainfall and an earthquake due to the plates moving towards each other. As the above mentioned disasters, I being a subject specialist would like to say that human being cannot stop the natural disasters but we can prevent/minimize the damages of lives and properties. We have seen the recent natural disasters in and around the capital complex and some other parts of the state. In this regards the concern citizens are requested to avoid vulnerable places, so that the lives and properties could be saved. The question is how prepared is state govt to tackle any kind of emergency, right from the disaster management authority to the state level stake holders of the disaster preparedness.

I request the disaster management department to give the relief compensation to the genuine victims. And also have a request not to pay relief to those who are settling in the vulnerable areas after acknowledging likelihood of loss of lives and properties as they are knowingly waiting for f relief from concern department. The public money should be used judiciously.

At the end, I would like to request the general public to avoid disaster prone areas and be alert to avoid any loss of lives and property.

Adopt uniform yardstick

Dear Editor,

This refers to one Kimin Tanga’s letter (Few Questions) dated 9 June.

He has rightly pointed out some glaring discrepancies related to enhancement of Grade Pay in our state. The Govt of Arunachal Pradesh has hiked the Grade Pay of some categories of employees as per recommendations of the Dept of Administrative Reforms and Finance. It is worth mentioning that the current GP of LDC and UDC under the central Govt. is Rs. 1900/- and 2400/- respectively after implementation of 6th CPC Recommendations .This pattern is being followed in all others states too. It is not understood why a state totally dependent on the central Govt. for funds, has approved the raise for few sections of staff beyond 6th CPC recommendations. It would be better if the Govt. considers the grievances in an impartial and comprehensive manner. Consequent upon random upgradation of scales; more and more anomalies have been created in recent times. In all cases where lower posts are upgraded outside the normal range; necessary enhancement and allied changes should be made in respect of the higher posts so as to rule out the adverse impact.

In the interest of justice, the Govt of Arunachal Pradesh may like to re-examine the issue and adopt uniform yardstick while taking such vital decisions.

We need an ATM

Dear Editor,

Smart setups, advanced technologies and urban lifestyle have come up to a new level in Arunachal Pradesh. The works and progress have become faster and more efficient. Educational Institutions, business communities, officers and societies have gained immense success in their respective fields.

So to make the hectic routine of daily transactions, deposits or withdrawal easier we use an ATM frequently and we all feel the importance of it. Itanagar as the Capital doesn’t lack these machines but it has been observed that Jully village, just a few miles away from Capital doesn’t have a single ATM within its boundaries.  

The village consist of three educational Institutions (DPS, Don Bosco School, Don Bosco College) with large number of staffs and students. It also has District Jail and the Art of Living Ashram.  

The installation of an ATM can take out a lot of stress and frustration from everyone’s mind. The inhabitants of the village need not waste much of their time, money and energy by travelling all the way to Itanagar.

An ATM in such an area would be resourceful.

Becoming part of the solution

Dear Editor,

For ages, rains have created symphonies of love and memories. This monsoon season, however, the story rather seems different.  The song in the air of “ItaLagun” is all about broken roads, poor drainage system, pathetic waste management and maddening traffic. The political circles buzz with conspiracies and dissidents, allegations of financial misappro-priation, bandhs etc.

Have we, however, asked what our responsibilities towards the society are? What have we done to cause lesser litters around the city? When we have Unions/Associations for almost everything, why aren’t there one to clean the city? Do we drive as per the rules and park our vehicles with senses? Do we properly dispose of our non-degradable pollutant so as not to cause clogging of drains? Do we denounce communalism in politics and societal interactions? Should we not refrain from expecting and accepting election freebies if we are to believe that good and corrupt-free governance is our right?

Shouldn’t the political elements, cutting across various ideologies and parties, come together when the need of the hour is solidarity and fraternity and not andolans and bandhs? Aren’t politicians mocking at the people by politicizing emergency situation like floods, landslides etc? Are we to care more as to who gets us reliefs/funds, when the government, both central and state, is duty-bound to serve the people?

Why always blame the locality, society, and the state, sometimes even our stars for the entire problem, when we are responsible, as individuals, for most of the things that affects us?  Should we become part of the problem, or part of the solution? Choice is ours.

The Chennai city girl N.L.Zephine Beno has done the nation proud by being the first fully visually- challenged woman to crack UPSC’s civil service examination. Though she is visually challenged she had a clear vision of cracking UPSC examinations.

Zephine despite her limitations which could have stopped an ordinary person, on the contrary had a magnificent obsession with dogged determination which never stopped her from realising her big dreams. She has proved to the world what Walt Disney used to say “All your dreams can come true if you have the courage to pursue them”.  I am sure her inspiring success story will  ignite the minds of many young  differently-abled aspirants.
